Sandy told the council ESG already works with the city’s systems and can provide an immediate end-to-end payroll function while staff shortages are addressed. Councilors said the arrangement should be revisited and competitively bid in the future, but that ESG’s immediate operational fit justified quick approval now.
The motion to approve the payroll services contract passed by roll call. Council members emphasized the need for ongoing vendor review and competitive procurement in subsequent years.
