Vision Atlantic leaders asked the Atlantic Community School Board on Tuesday to back a proposed 46-acre, mixed housing and community-amenity development by approving a 15-year tax-increment financing extension.
In a public presentation, Christina Baitman, president of Vision Atlantic, said the development would include about 144 housing units, an expanded YMCA and a child-development center intended to make childcare more affordable for families moving to the city. Nicholas Hunt, vice president of Vision Atlantic, joined the presentation.
The presenters said the project depends on extending the statutory TIF period from 10 to 15 years in communities under 15,000 people in order to make the project cash-flow positive. Baitman said the project has a roughly $4.5 million financing gap if the TIF is not extended, and that Cass County supervisors have already approved the extension on their end. She described a financing structure in which Vision Atlantic fronts infrastructure costs and receives a rebate of the new-property tax increment during the TIF period.
Why it matters: Vision Atlantic and a supporting foundation say the funding package will both build housing and provide operating support for childcare, aiming to reverse population decline and attract young families. Board members repeatedly asked how the TIF would affect school levies and debt service collections; presenters said much of the district's revenues would be backfilled by state aid and that the largest long-term benefit to the district would be additional students.
Board action and conditions: The board voted to approve the extension from 10 to 15 years, with multiple members noting the approval is limited to the extension (not creation) of the TIF and contingent on the district attorney’s review of the written agreement and any required notarization. The board recorded unanimous support for the motion at the meeting.
