The Philipstown Planning Board on June 25 declared an amended site plan from Fergus Chen for a barn/workshop at 234 Old Albany Post Road a minor project and a Type II SEQR action, then scheduled a site visit and directed the clerk to circulate statutory referrals.
Applicant representative Jason Snder and architect Walter Chadam described a stepped, roughly 2,600‑square‑foot barn that would follow steep topography and be finished with materials that match the house to minimize visibility. The board discussed access, steep slopes and wetlands in the area and asked the building inspector and conservation board to review access and wetland impacts.
Town engineer Ron said the project affects steep slopes near wetlands and recommended a site inspection; he also advised the board that because the project proposes a new sanitary system and sits near the town boundary, referrals to the county planning department (239M), the health department, conservation and fire were appropriate.
The board voted to declare the application a minor site plan and a Type II SEQR action, set a site visit for July 26 and asked the clerk to send referrals. Members asked the applicant to provide clearer topographic and access drawings before the inspection and to confirm septic/well separation distances where required.
Next steps: clerk to make referrals; board site‑visit scheduled for July 26; staff and applicant to supply additional materials prior to inspection.
