Interim administrator to depart; council hears lead-service-line inventory and required notice to 263 customers

Interim City Administrator Sandy Fowler told the Atkins City Council she will be leaving her contract and summarized ongoing city operations and compliance work, including the lead-and-copper service-line inventory.
Fowler said the city completed and sent the required service-line inventory to the Iowa DNR on Oct. 16. Under the DNR/EPA rules discussed at the meeting, the city must send a notice to every water service customer whose service-line material is unknown within 30 days of the inventory submission. Fowler said the city has 263 service lines listed as "unknown" and that staff will send the notices this week, and that a printable paper copy of the online survey has been posted to the city's website to help residents respond.
Fowler asked council members to help residents understand the notice and encouraged them to direct residents to the webpage and the paper survey if they need assistance identifying service-line material. She also said staff will identify materials during routine water-line work to reduce the count of unknowns over time.
Fowler thanked the council for the opportunity to serve as interim administrator, said she has worked to leave the city in a stronger position and offered to be available for consultation after her contract ends.
The council expressed appreciation for Fowlers service.
