Union City approves lien removal, canoe/kayak launch contract and seven Renaissance grants

At its Aug. 27 meeting the Union City Borough Council unanimously approved removal of a $2,690 lien on a landbank property, awarded a $16,679 contract for a canoe/kayak launch, accepted seven Renaissance Grant awards totaling $23,600, and passed a resolution accepting the EACOG audit.
Union City Borough Council unanimously approved several routine actions at its Aug. 27 meeting, including removal of a small lien on a landbank property, a contract to install a canoe/kayak launch at the American Legion ball field, approval of seven Renaissance Grant applications and formal acceptance of the Erie Area Council of Governments audit.
The most consequential votes were procedural but move forward local projects and grant spending. Councilor Kerns moved to remove and satisfy the borough’s lien of approximately $2,690 on 121 East High Street, a property donated to the Erie County Landbank; Councilor Steadman seconded and the motion carried unanimously. Borough Manager Cindy Wells told council the Landbank requested removal of the lien to clear title as part of its disposition process.
Councilors also approved a contract for a canoe/kayak launch. After bids were reviewed by the borough engineer (The EADS Group), Construction Services of PA’s quote of $16,679.00 was accepted over a higher quote of $18,541.50 from Blum Property Services, LLC. Councilor Osborn moved to accept Construction Services’ quote contingent on receipt of an easement from the American Legion; Councilor Kerns seconded and the motion carried unanimously.
On grants, Wells said seven Renaissance Grant applications were received totaling $60,606 in project costs and requesting $23,600 in funding. With a Renaissance Grant fund balance of $90,547.35, council approved the recommended awards to support property improvements aimed at combating blight. Councilor Steadman moved to approve the full $23,600 in recommended awards; Councilor Osborn seconded and the vote was unanimous.
The council also passed a resolution accepting the audit report for the Erie Area Council of Governments that COG members had already reviewed and accepted. Councilor Osborn moved the resolution and Councilor Steadman seconded; the motion carried unanimously.
All recorded motions at the Aug. 27 meeting carried without recorded opposition. The next regular council meeting is scheduled for Monday, Sept. 16 at 6:30 P.M., when a public hearing is planned on an amendment to the zoning ordinance and changes to the parking ordinance.
