Planning Commission recommends approval of 123-unit Hilltop Business Park

The Planning Commission on April 2 recommended approval of the Hilltop Business Park final land development, a proposed 123-unit project on 29.03 acres at 8075 Steubenville Pike, and its companion subdivision plan, contingent on addressing items in township and LSSE review letters.

Chair Matt Gilfillan recognized representatives Pat Cooper of Gateway Engineers and applicant Glenn Wagner, who said plans were resubmitted after an onsite review with staff. Township Engineer Shawn Wingrove told commissioners that an onsite meeting had addressed sidewalk alignment and that technical items remain only as cleanup. "The sidewalk will be constructed continuously from one end to the other, with only minor adjustments to avoid sections where the topography presents challenges," Wingrove said.

Commissioners first voted unanimously to recommend approval of six waiver/modification requests associated with the project and then, following a separate roll call, recommended approval of the overall final land development application and the companion subdivision plan. Motions were made by Kevin Cody (waivers) and Chuck Kyle (application and subdivision); all seven commissioners — Matt Gilfillan, Kevin Cody, Chuck Kyle, Fred Lutz, Bill Fitzgerald, Kathy Forse and Ryan Murphy — voted yes on each roll call.

The approvals are recommendations to the Board of Supervisors and are contingent on satisfying the township review letters dated February and March 2026 and LSSE review letters dated January and March 2026, as cited by staff. The record notes sidewalk details, minor topography-related adjustments, and standard cleanup items remain to be finalized before Board consideration.

The commission’s formal recommendations now move the project to the Board of Supervisors for final action.
