Union City council approves sinkhole repairs, awards trail project and adopts broadband resolution

Union City Borough council voted unanimously July 23 to accept several contracts and policy updates, including repairs to a sinkhole in Municipal Lot No. 1, the award of a trail construction contract and a resolution to pursue Broadband Ready Community status.
The meeting at First Global Methodist Church opened with routine approvals. Councilors unanimously approved the agenda, minutes from July 9 and the borough secretary's report and ordered unpaid bills paid.
Council approved a $5,000 quote from Mansfield to repair and reconnect stormwater piping at a sinkhole in Municipal Lot No. 1, with the borough providing pipe and fittings at an additional cost of $5,000. "The motion carried unanimously," the minutes record. The streets supervisor had reported dye in the storm drain near Hogan's Alley entering sanitary lines to Municipal Lot No. 1 and recommended camera inspection of the line toward the Salvation Army.
Bids for the Devereaux Park/French Creek Trail project were opened and Vavala Concrete was the low bidder at $84,774. Councilor Osborn moved to award the project to Vavala Concrete and Councilor Steadman seconded; the motion carried unanimously.
The council also approved solicitor-recommended updates to the borough's Right-to-Know Rules and Regulations to clarify handling of anonymous requests.
In separate action, council adopted a resolution authorizing an application to the PBDA for a Broadband Ready Community designation and appointed the Erie Area Council of Governments to serve as the borough's Municipal Broadband Champion. The public broadband meeting held earlier had no public attendees, minutes note.
