"This is a piece of legislation being pushed by Senator Russ Huxtable, and it it's going to be considered tomorrow in the senate," the commissioner said. Another commissioner urged waiting, noting that if the state law passes, local options will be constrained and the survey could be moot; "The legislation would require any city with over 2,000 inhabitants to permit ADUs, so we wouldn't even have a chance to say no," the commissioner said.
Members discussed potential effects — parking, neighborhood character, and enforcement costs — and staff noted the city would still have to adopt implementing ordinance language that mirrors the state law if it passes. A motion to defer further ADU survey discussion until after the senate vote on Bill 23 carried on voice vote.
