The New Castle Planning Commission voted to recommend that city council approve the site plan for "Newcastle Self Storage," a proposed three‑building storage project at 300 West 7th Street.
Julian Pellegrini, the project's engineer, introduced the proposal and said the design has received DelDOT approval and that the team has addressed many agency comments. "This project is located at 300 West 7th Street. It is a proposal for 3 storage buildings," Pellegrini said during his presentation. He told commissioners the applicant has responded to comments and is seeking advancement to the city council hearing for final approval.
Staff member Chris Rogers told the commission the property is zoned DG (Downtown Gateway) and that the board of adjustment previously granted a special exception for the self‑service storage use. Rogers recommended approval with a condition: the applicant must resolve the technical items listed in a June 15 agency/AECOM comment letter before the plan is submitted to city council. "If you're leaning towards approving it, I would just recommend that you make a motion to approve conditioned on the applicant meeting the comments of the June 15 letter prior to proceeding to city council," Rogers said.
A commissioner moved to approve the site plan and recommend that city council approve it with the condition that the June 15 comments be addressed; the motion was seconded and passed on a roll‑call vote. The roll call recorded the following votes in favor: "Steven Franklin — Approved," "Bridal Rivera — Approved," "Margo Rain — Approved," "Kristen Zumar — Approved," "Cynthia Batty — Approved," and "Mark Anthony Williams — Approved." The motion passed unanimously among members voting.
What happens next: the commission will forward its recommendation and the conditioned site plan to city council for final consideration. Staff flagged outstanding agency items (erosion and sediment control and stormwater approvals or waivers) that the applicant must demonstrate are resolved before council review.
