It also approved a similar agreement with McKee Utility Contractors LLC for work on County Roads 4610 and 4530 in Precinct 4 tied to an 84-inch pipeline installation. Presenters said they documented existing road conditions by driving and videoing the routes and that the county attorney had reviewed the agreements. Motions to approve both agreements passed unanimously.
The court approved a right-of-way permit for the Tarrant Regional Water District to open-cut County Road 4613 about 550 feet east of State Highway 19 to install a 50-foot section of an 84-inch water pipeline. County staff said the activity requires a temporary closure of the affected section (about two days) and will use flowable fill for backfill to prevent settlement; staff noted alternate local routes would keep properties accessible. The motion passed unanimously.
On county procurement, staff provided a line-by-line breakdown of low bids by material and recommended awarding a primary (low bid) and secondary (second-lowest) vendor per material category to ensure coverage and delivery flexibility. Mr. Torres presented the pricing summary and recommended the approach; Commissioner McCann moved to accept the primary/secondary award method and Commissioner Spivey seconded. The motion passed unanimously. Staff also outlined an RFP schedule for the county's 2026 bulk fuel solicitation and bid timelines for a roofing project (advertisements June 27 and July 4; pre-bid July 8; bid opening July 21).
