Commission preserves Port trail easement and approves lakeshore permits and extension

The Lincoln County Board of County Commissioners on June 24 approved a perpetual trail easement with the Lincoln County Port Authority to protect public access along an existing trail through port property and approved a set of lakeshore permit actions recommended by the planning department.

County staff said the port provided an updated legal description and attorney review and that the easement would preserve access if the property changes hands. Commissioners discussed maintenance and insurance responsibilities and approved entering into the agreement; county staff will obtain the final signed agreement and legal description from the port attorney.

In land‑use permits, planning staff recommended a one‑year extension for the Hall lakeshore permit to expire on 06/26/2027 because poor weather, late seasonal road openings and prior short extensions left the applicant unable to complete all work. The board approved that extension.

Separately the board approved the Davidson lakeshore application for Upper Thompson Lake (Lot 2A, 179 Thompson Court, Libby) — a seasonally attached aluminum/composite floating L‑shaped dock (approx. 400 sq ft), steel stairs and a concrete pad — subject to seven conditions. Planning’s findings concluded the project is unlikely to cause long‑term water‑quality or habitat impacts if best management practices are followed. The applicant, Mister Davidson (speaker 9), confirmed the dock will remain seasonally attached.

Planning will coordinate final inspections and require the applicant to satisfy the permit conditions prior to final approval.
