Bernalillo council adopts budget adjustment, hires wastewater worker and approves $1.6M in vouchers

The Governing Body of the Town of Bernalillo took several routine but legally required actions at its Aug. 11, 2025 regular meeting, adopting a personnel hire, a budget adjustment resolution and a large accounts-payable voucher list.
Maria Santillan, the town’s Human Resources Director, told the council that “it was the recommendation of the hiring committee to hire Jayden Zabalza as Wastewater Worker for the Town of Bernalillo.” Councilor Gerred R. Prairie moved to approve the hire; Councilor Vincent Montoya seconded. The council recorded a unanimous roll-call vote (Montoya, Prairie and Mayor Pro Tem Phillip Valverde) in favor of the hire.
On a separate motion, the council adopted Resolution No. 08/11/2025 to amend FY2025/2026 General Fund insurance accounts. The resolution text in the packet stated a total insurance increase of $67,500. The resolution’s line items show a $20,000 increase for the Police Department (adjusting the line from $180,000 to $200,000) and a $47,550 increase for Administration (adjusting the line from $130,000 to $177,550), a line-item total of $67,550. The council voted 3-0 to adopt the resolution. The minutes record the differing figures but do not reconcile them; the council packet should be treated as the primary source and staff follow-up is recommended to reconcile the $50 discrepancy before financial close-out.
The council also approved the accounts payable voucher list for Aug. 11, 2025 in the amount of $1,607,963.61 on a unanimous 3-0 roll-call vote. Mayor Pro Tem Phillip Valverde asked for the motion; Councilor Gerred R. Prairie moved to approve and Councilor Vincent Montoya seconded.
Terri Gray announced at the meeting, “We are starting our audit and it's scheduled for next week,” indicating the town’s financial audit would begin shortly after the meeting.
All motions in the meeting passed on 3-0 roll-call votes recorded by the town clerk. The minutes record no public comment and no amendments to the motions during the meeting. The meeting adjourned at 6:40 p.m.
