Bernalillo council adopts budget adjustment to add library bond and jail-fee budgets

The Bernalillo Town Council unanimously adopted Resolution 08/25/2025 on Aug. 25 to amend the town's FY2025/2026 special fund budgets and add an expenditure to cover jail fees. Finance Director Terri Gray presented the measure, which the council approved after a recorded roll-call vote.
The resolution creates revenue and expenditure budgets for two Sandoval County Library general-obligation bond accounts: $59,631.38 for the 2023 bond (account 21806-0001-474990) and $339,399.00 for the 2024–2025 bond (21806-2024-474990). It also adds $30,000 under Correction Fund account 20100-2002-579990 to cover jail-fee expenses using the fund’s cash balance.
Gray described the changes as technical budget amendments submitted to the New Mexico Department of Finance & Administration after staff review. The resolution text, as presented, enumerates line-item increases to both revenue and expenditure accounts within the Special Fund; the net effect was presented in the resolution materials provided to the council.
Councilor Prairie moved to adopt the resolution; Councilor Montoya seconded. The motion passed on a roll-call vote with Councilors Prairie, Montoya and Torres-Quintana voting yea.
The council did not attach additional conditions to the budget adjustments. The resolution sets up the accounting entries needed to recognize the library bond revenues and related book/program or construction budgets and to record the jail-fee expense in the Correction Fund. Staff will forward the amended budgets to DFA as required by state reporting procedures.
What happens next: the budget amendment will be recorded in the town’s FY2025/2026 financials and included in the audit materials the town will provide to auditors later this year.
