Authority approves study to evaluate septic elimination and launches sump‑pump disconnection planning

The board approved Task Order #12 to study septic-system elimination and to develop an application and cost baseline for homeowner assistance, and discussed a related task to design a voluntary sump-pump disconnection program aimed at reducing inflow and infiltration (I&I).

Staff said the septic evaluation will gather contractor estimates and analyze representative property configurations to establish realistic reimbursement and subsidy approaches for homeowners. The task order was approved by voice vote with the board setting a maximum amount as presented.

Separately, staff and a consultant outlined a proposed sump-pump program that would include detection methods (smoke testing, targeted inspections, camera work), policy guidance on acceptable discharge locations, education/outreach and potential incentives or penalties. Board members requested the consultant tailor the draft scope to the district's priorities and suggested a follow-up review before any mandatory measures are considered.

Next steps: staff will work with the consultant to produce a draft policy and implementation options and return to the board for input before finalizing any incentive or fee structures.
