Board declares emergency after finding heavily corroded culvert on Old Ridge Road

Staff said visual inspection and photos show corrugated metal that is largely deteriorated and in places has no discernible invert, making immediate stabilization necessary. A resident who inspected the site told the board the pipe appears to have once been 48 inches and now is reduced in places, and that the wall in one spot can be peeled back by hand. Staff recommended using Wessler (which had already been on-site) to draft an engineering plan and cost estimate and return with recommended repairs.
Chair said the condition presents public-safety and traffic concerns and moved to declare an emergency, noting the need to expedite design and solicit proposals. The motion to solicit emergency proposals for engineering and construction passed by voice vote.
Next steps: staff will coordinate with the engineering firm on a scoped plan and price estimate, return to the board with a proposal for contract awards or emergency work authorization, and continue to monitor the roadway until repairs are under way.
