Red Hook authorizes 2026 highway work and seeks bids for electric cargo van

The Town Board on Jan. 13 approved the 2026 highway expenditures and a Section 284 Agreement authorizing specific road work and equipment purchases.
Highway Superintendent Theresa Burke’s packet letter outlined priorities: an asphalt overlay (type: asphalt overlay, 20-foot width, 2-inch thickness) on Starbarrack Road (1.48 miles, from Old Post Road to Williams Road) and Vosburgh Road (0.56 miles), with combined expenditure not to exceed $323,000. The town also appropriated up to $90,000 for oil-and-stone chip-seal on Middle Road, Stonybrook Road, Sengstack Lane and Kidd Lane, and set aside $62,000 for general repairs and materials.
Burke noted that Starbarrack was last paved in 2007 and Vosburgh in 2002. The packet says the 2026 budget for major road improvements was reduced by $20,000 from 2025 levels, which may limit the scope depending on 2026 prices. The Highway Department also reported an available rollover CHIPS balance of $82,067.01, and that approximately 75% of the cost of planned equipment purchases (mower head, utility van, pickup truck) is already provided in the equipment purchase fund.
Separately, the board authorized the Highway Superintendent to proceed with procurement of bids for an electric Dodge Ram ProMaster cargo van via an OGS mini-bid procedure under NYS OGS State Contract No. 23166, with an estimated purchase cost not to exceed $78,000.
The 284 Agreement in the packet specifies the general repair appropriation and the permanent improvement line items and must be executed in duplicate by a majority of the Town Board and the Town Superintendent of Highways.
