Council reviews 2026 budget amendment in first reading and approves $15,000 parade security amendment

Enumclaw — At its June 22 meeting the City Council heard the first reading of Ordinance No. 2841, the first 2026 budget amendment, and approved Resolution No. 1881 to amend the Chamber of Commerce service agreement for additional July 4 parade security funding.

Finance Director Kristen Reed (speaker 12) presented the budget amendment as a first reading. "The difference between our estimated beginning fund balances and actuals was almost $2,400,000," Reed said, explaining that delays in project completion led to rollovers. The amendment increases revenues shown on the ordinance by approximately $1.4 million and increases expenses by about $2.6 million, leaving an increase in the ending fund balance just over $1,000,000. Reed noted specific personnel changes included in the amendment: converting a media services technician from 0.5 to 1.1 FTE and temporarily adding a 0.5 FTE administrative specialist in finance to support implementation of new financial software.

Later the council considered Resolution No. 1881, authorizing the mayor to execute Amendment No. 1 to the provision of services agreement with the Enumclaw Chamber of Commerce to fund additional parade security. Parks Director Lina Hicks (speaker 3) summarized the planned allocation of the $15,000 previously authorized by council: $8,500 for barriers lining the parade route, $2,500 for overtime to cover six additional city staff, and $4,000 to the Chamber for security and event staffing. The council moved, seconded and approved the resolution by voice vote.

Because Ordinance No. 2841 was presented as a first reading, no final adoption occurred June 22; the amendment will return for further consideration at a later meeting.
