Continuum of Care advisory report: reallocation in HUD NOFO raises homelessness risk, staff says

Denanishia Taylor gave the Continuum of Care advisory report and summarized concerns about the 2026 HUD CoC Notice of Funding Opportunity (NOFO).
Taylor said the NOFO was reissued after litigation and that its program changes include a reallocation of funding that reduces permanent-housing dollars and increases transitional-housing allocations. She warned that the shift could remove or reduce support for households currently in permanent housing programs and increase the number of people at risk of homelessness.
"That reallocation increases the number of households and individuals that become at risk of homelessness," Taylor said, urging the council to discuss the issue and monitor local provider impacts. She also noted heightened public awareness and dialogue about a proposed property-tax exemption and its potential local effects.
Taylor asked council members to consider how the county—and partner agencies should respond to changes in federal funding rules and to support provider readiness for the next CoC application cycle.
