Mr. Talley explained that a standing‑seam metal roof was priced at roughly $85,000 but that a coating option offered by a contractor could be completed for $40,800 and would carry a 15‑year warranty. “We got a price to put a new roof on it of $85,000,” Mr. Talley said, and added that the coating option “we can do that for $40,800.”
Commissioners asked whether the damage was from weather or long‑term deterioration; Mr. Talley said the leaking appeared to be primarily due to aging fasteners and deteriorated neoprene washers, not a single storm event. One commissioner asked how much remained in the emergency capital replacement fund; a staff response estimated roughly $120,000.
Commissioners had no objection to placing the budget amendment on the agenda; the meeting did not authorize the expenditure, it only added the matter to the regular agenda for formal consideration.
