Afton council adopts budget, approves multiple rezones and plats and denies telecom ordinance

The Afton Town Council on June 9 adopted the town’s FY2026–27 budget and approved several land‑use measures while denying a proposed ordinance regulating telecommunication structures.
The council voted unanimously to pass Ordinance 708 adopting the fiscal year budget for July 1, 2026–June 30, 2027, and also approved final or third readings on a series of land‑use ordinances. Council Member Scott Griffith moved to adopt the budget; the motion passed unanimously. Council members likewise approved Ordinance 705 (rezoning Colter’s Lodge), Ordinance 706 (amendments to the defensive driving dismissal program), Ordinance 707 (rezoning Ted Frome Lot 4 Replat), and multiple plat motions related to Silver Brook Estates after the Planning & Zoning recommendation.
Mayor Jeff Jensen announced the Planning & Zoning Board’s recommendation on the Silver Brook Estates master plan. Marlowe Scherbel presented revisions to the master plan and requested preliminary plat approval for combined Phases I and II; Council Member Scott Griffith moved to approve the revised preliminary plat, and Council Member Dirk Hillyard moved to approve the final plat and authorize the mayor to sign the document. Both motions carried unanimously.
On continuing business the council denied Ordinance 701 (telecommunication structure regulations) on its third and final reading. Council Member Dirk Hillyard moved to deny the ordinance and Council Member Brock Brown seconded; the motion carried unanimously.
Council also advanced Ordinance 709 (de‑annexation for Mountain Star Products) and Ordinance 710 (rezone of 40 West 4th Ave from Central Business District to R‑1) on first reading with unanimous votes.
The meeting included routine department reports and no substantive amendments to the budget motion were recorded. The council entered executive session late in the evening to discuss real estate, personnel, and litigation matters and returned to open session with no action taken.
The council adjourned at 10:30 p.m.
