Hennepin County votes to move Disparity Elimination unit into Human Services Public Health department

Hennepin County commissioners approved a proposal on June 23 to transfer the county’s Disparity Elimination (DE) departments into the Human Services Public Health (HSPH) organizational structure, effective Jan. 1, 2027.
Zandy Iverson, chief financial officer for Human Services Public Health, told the Admin & Operations Committee the transfer is financial in nature — moving DE’s budget and FTEs (except purchasing and contract services) into the Human Services Fund — and will leave DE intact as a separate line of business within HSPH. Iverson said the shift is intended to align services such as tutoring with other human services, take advantage of state and federal administrative reimbursement, and create additional administrative efficiencies.
Iverson estimated the revenue opportunity from administrative reimbursement resulting from the transfer would be about $768,000 in 2027. Commissioners asked whether FTE counts would change; administration clarified that FTEs would move as a whole and not be reduced by the transfer. Multiple commissioners voiced support for institutionalizing disparity work through this structural change.
A motion to approve the transfer carried by voice vote.
