Panel approves Woodruff hotel and employee housing permit with added screening condition

The Oneida County Planning and Development Committee voted May 27 to approve a conditional use permit for a hotel and employee housing development proposed by applicant Jayjeet Govardhan with owner Laxmi Holdings LLC on Lot 2, CSM 5689 in the Town of Woodruff.
Planning staff presented the application, noted required notices and town correspondence, and recommended 11 conditions. Staff items included requirements for obtaining proper town, county and state permits and state‑approved plans if required; a recorded declaration of easement for parking, stormwater retention ponds, private road and utilities if the parcel is subdivided; a stormwater easement agreement with the Town of Woodruff; an allowed mean building height of 44'6¾"; compliance with Oneida County sign and parking ordinances; WDNR stormwater/erosion and waterway protection permits; Oneida County Health Department approvals; screening for dumpsters; and downcast exterior lighting if installed.
Following public comment from Richard Smith and committee discussion about soil, berming, landscaping and fencing along the west property line, the committee added Condition #12: "Berm with topsoil and landscaping vegetation as best as possible or placement of fence along the west boundary line beginning at the south end of the retention pond to the end of the southerly parking area." On a motion by Billy Fried, seconded by Bob Almekinder, the committee approved the permit with the staff recommendation and the added Condition #12; all members present voted "Aye."
The CUP approval is conditioned on the applicant providing required WDNR stormwater and erosion permits and Oneida County Health Department approvals before construction, and on the applicant recording any necessary easements or survey documents if setbacks cannot be met.
Next steps: the applicant must obtain the state and county approvals referenced in the conditions and satisfy the site design and screening requirements before receiving final county sign‑off.
