Stonecrest council rejects Southeast Athletic Complex dog‑park bid after cost concerns

Council members voted 4–0 on June 22 to reject a solicitation for a dog park at the Southeast Athletic Complex after procurement and parks staff reported the lowest responsive bid was substantially higher than earlier engineering estimates.
Procurement Manager Tanisha Boington said the solicitation produced four responses but several were nonresponsive; the lowest responsive, FHAN SN Nielson & Associates LLC, submitted a bid around $382,752. "We received four bids in response to the solicitation," Boington said; staff later noted some were deemed nonresponsive for missing required contractor licenses or documentation.
Councilmembers voiced concern that the bid was two to three times an earlier estimate (council referenced a prior estimate in the $150K–$200K range), and asked whether the proposed park location, scope and priorities were correct given other needs at the athletic complex (restroom expansion, additional parking, netting for fields). Carisha Smith said she supports a dog park but stressed that the city should prioritize projects and confirm budget alignment before moving forward.
Councilman George Turner moved to reject the bid and to instruct staff to reset and revisit the solicitation with scope and budget considerations; the motion carried 4–0. Staff said they will return with revised scope or rebid options for council consideration.
