Fillmore County approves contracts, claims and a broad package of employee pay changes including Highway Superintendent salary

At its June 23 meeting the Fillmore County Board of Supervisors approved a series of contracts, payments and personnel changes that together affect county operations and payroll.
Key approvals included a Subaward Agreement with the City of Lincoln under the Older Americans Act (July 1, 2026–June 30, 2027), an amendment to the county’s Care Management Contract not to exceed $24,000, and an annual agreement with USDA Wildlife Services beginning July 1, 2027, for $16,582.90. The board also approved a contract with Maximus US Services, Inc. through Dec. 31, 2031 to perform cost allocation reimbursement for fiscal years 2025–2027. A lengthy list of claims across funds — including a $500,015.00 transfer listed under the General Fund and payroll totals presented in the claims — was approved on a unanimous roll call.
On taxation, the board adopted Resolution No. 2026-09 directing the county attorney to commence foreclosure or have the county issue tax-sale certificates for parcels advertised and unsold for want of bidders; the Treasurer had asked action on three parcels. The resolution cites the procedures in Nebraska Revised Statutes sections 77-1901 to 77-1918.
Personnel and compensation changes were a significant portion of the meeting. The Salary Committee (Mark Lightwine, Kenny Harre and Wade Sluka) presented recommendations the board approved: a 5% discretionary increase for clerical/office/dispatch employees; a $2.00-per-hour increase for road employees; a $1.00-per-hour discretionary increase for sheriff deputies; and adjustments to deputy pay to reach 69% of elected office for full-time deputies and 65% for part-time deputies in certain offices (Assessor, Clerk, Clerk of District Court and Sheriff). The board approved specific hourly increases: Senior Services Director to $27.83/hour; Noxious Weed Superintendent to $29.77/hour; Zoning Administrator/Veterans Service Assistant to $23.63/hour; and the Director of the Fillmore County Development Corporation to $25.20/hour.
In an emergency agenda item added at the start of the meeting, the board voted to change the Highway Superintendent to a salaried position at $82,000 per year for 2026/2027 (motion carried with Supervisor Graham dissenting). The board also approved increasing the Emergency Manager’s pay to $32.00 per hour, a motion that passed on a 4–3 vote. Custodial/groundskeeper positions received a 5% increase. The meeting minutes list the votes for these actions and indicate all salary-related motions passed except where noted.
Other administrative actions approved included an Interlocal Agreement with York County for joint Emergency Management Services effective July 1, 2026 (with clarifying edits requested), township bills for Bryant and Geneva, and several coding-correction journal entries.
The meeting adjourned at 12:57 p.m. and the board set the next regular meeting for July 14, 2026.
