Park City approves Grove Estates plats and three infrastructure resolutions; costs assigned to improvement district

The Park City Council unanimously approved final plats and three related resolutions on June 23 that will build streets, sanitary sewer and water infrastructure for the Grove Estates addition and another four-lot plat.
Russ, a city planning staff member, described a 36-acre final plat for four lots ranging roughly from 3 to 18 acres and a second, larger Grove Estates plat covering about 71 acres. "This plat envisions 46 total residential units," Russ said, and indicated Block 4 is planned for R-3 zoning with an assisted-living development. The planning commission had approved both plats 6-0 at its June 15 meeting.
Council approved both final plats per staff comments without substantive changes.
Staff presented three separate improvement petitions for Grove Estates under KSA 12-6A01. The petitioners — property owners representing more than half the area liable for assessment — requested construction without additional notices or hearing. Staff estimated probable costs as follows: paving, $2,016,300; sanitary sewer, $1,004,900; water distribution, $530,300. The staff report says the apportionment method will be ‘‘fractionally equally between all lots’’ and that the city will assess 100% of each cost against the improvement district; the staff comments also note an estimated pro rata cost increase of 1% per month from adoption.
Council approved Resolution 12-85-2026 (paving), Resolution 12-86-2026 (sanitary sewer), and Resolution 12-87-2026 (water) by unanimous vote. Charlie Davidson moved the paving resolution and John Wells seconded; other resolutions received similar motions and unanimous support.
The council record shows one nearby resident attended the planning commission hearing to raise concerns about tree loss, but no member of the public spoke against the plats during the council meeting. The resolutions place the financial responsibility for construction on the Grove Estates property owners via assessments; the council did not discuss city financing contributions at the meeting.
Next procedural steps include finalizing assessments and construction planning as handled by city engineering and the clerk’s office.
