Park City Council approves expanded alcohol sales hours for World Cup after state review; 5-1 vote

The Park City Council on June 23 approved a temporary ordinance to expand hours for the sale and consumption of alcoholic liquor and cereal malt beverage during the 2026 FIFA World Cup, voting 5-1.
City counsel Doug told the council that the city had previously adopted a narrower ordinance in May but that the Kansas Alcoholic Beverage Control (ABC) in Topeka found the earlier language insufficient. "The ABC took issue with that and said that we did not have the authority to limit the expansion of ours," Doug said, explaining the revised ordinance would apply to any entity licensed by the state to sell alcohol or cereal malt beverage. He added that ABC agreed to treat the earlier ordinance as effective for 12 days provided the council adopted the corrected ordinance that night.
Councilmember Brandy Bailey moved to adopt Ordinance 12-44-2026, which authorizes sale and consumption from 6 a.m. to 5 a.m. of the following day for any state-licensed seller through July 19. Jim Schrader seconded the motion. The roll call vote was 5 in favor and 1 opposed; council member John Wells cast the lone no vote.
The ordinance implements authority granted by recent state legislation, as counsel explained, and expands the class of licensees covered so that convenience stores, grocery stores and liquor stores (if licensed by the state) are included in the temporary hours change. The council did not specify enforcement details in the meeting record.
The ordinance takes effect immediately for the specified World Cup period. The council provided no further discussion about enforcement or subsequent policy changes at the meeting.
