Planning board recommends final plats for Beau Coast phases; bonds and sewer allocations noted

BEAUFORT — The Planning Board recommended approval of final plats for multiple phases of the Beau Coast development, forwarding the subdivision requests and associated infrastructure bonds to the Board of Commissioners for final action.
Staff presented case 2604 (Beau Coast phase four), a final plat to subdivide a 23.09-acre tract into 36 single-family lots. Planning staff said the final plat mirrors the previously approved preliminary plat and reported an infrastructure bonding amount of $461,411.11 that the town engineer accepted for review. Staff explained that when the PUD was originally approved, the developer provided vouchers that allocate water and sewer capacity for the project; those vouchers are treated like cash for facility charges as lots are built out.
“When they boat when Beaufort Beau Coast or Beaufort East Village was originally developed with their PUD, the developers paid extra money into a fund to help expand the existing sewer treatment plant,” planning staff said, describing the voucher process and the allocation of water/sewer capacity to the development.
In response to technical questions, engineer Joe Boyd said the water line serving the area is an 8-inch main and the gravity sewer is 8 inches; most flows will return to the pump station located in phase two B (above Goldeneye Court), though a small portion of the phase can tie to earlier pump stations.
Later in the meeting staff presented case 2605 (Beau Coast West phases two and three), a final plat to subdivide 43.483 acres into 157 single-family lots and 68 townhome lots for a total of 225 lots. There were no changes from the approved preliminary plat, and staff reported a proposed infrastructure bond of $3,804,380.56 for this phase.
Board members asked how bonds and letters of credit are managed over multi-year buildouts; staff explained letters of credit typically cover two to three years, must be resubmitted if they expire, and are reviewed against current-cost estimates when renewed. The board moved, seconded and recommended both final plats to the Board of Commissioners.
The recommendations will allow the developers to advance permitting and infrastructure work subject to the town’s bonding and public‑works review; final lot sales and building permits require the town’s subsequent approvals and, where applicable, successful completion of the bonded work.
