J O Combs board names representatives for EVIT litigation, confirms executive-session directions

The J O Combs Unified School District governing board on June 24 voted to designate Mr. Toby Hogan and Miss Julie Stone as the district's representatives for negotiations and settlement discussions in Apache Junction v. East Valley Institute of Technology, case CV2025-063885.

A board member presented the item as primarily a procedural step tied to staff transitions. "This is really just a formality," the member said, explaining the change would replace Dr. Wyman and Mr. Scrogg on the district's signatory list after those staff changes. Board members discussed whether the designation could take effect before July 1 if an urgent matter arose; the board confirmed existing signatories remained available until their contracts end. The motion to designate Hogan and Stone was seconded and recorded as passing 4–0.

The board immediately considered a related item to confirm directions it had provided in executive session to those designated representatives for purposes of negotiation, settlement discussions and contract talks in the same matter.
