Public commenter urges board to review election certification, alleges noncitizen voting

At the start of the meeting, a member of the public identified by the clerk as Steve Carter used the public comment period to request an opportunity to present a challenge to the board about certification of recent election results under California Elections Code §16100(d).
Carter alleged that noncitizens who obtained DMV registrations were provided voter registration and ballots and said investigative reporters have discovered instances where noncitizens voted. He asked the registrar of voters to respond and to identify staff involved in ballot collection and counting. Carter asked the board to consider contesting the certification and provided written correspondence which the clerk said would become part of the permanent record. The board did not respond substantively during the public comment period and no investigation or action was taken at the meeting.
