Kings County awards $6.13M contract to Granite Construction for final Avenue Cutoff phase

The Kings County Board of Supervisors approved a construction contract on June 23 to finish Phase 3 of the Avenue Cutoff roadway project, the county’s public works chief said.
Mitchell Cabrera, chief engineer for Public Works, told the board that Granite Construction Company was the lowest responsive bidder and recommended for award. The proposed contract amount is $6,126,214 and will be funded entirely through the state SB1 road fund; county officials said there is no general‑fund impact. "If approved, construction is scheduled to begin August, 2026, and we have 60 working days allotted for this project," Cabrera said, adding the work will require a full road closure.
Cabrera described the full‑depth reclamation process planned for this phase — grinding the existing pavement, adding cement to strengthen the base, and paving on top — and said phases 1 and 2 successfully completed 4.5 and 4.7 miles respectively. The Phase 3 work will rebuild about six miles and complete the county segment up to the California Aqueduct.
Board members asked about detour signage and coordination with the City of Avenal; Cabrera said navigation apps do not automatically update temporary closures and the department will issue traffic plans, notices to affected businesses, schools and institutions, and coordinate with the county PIO.
The motion to award the contract passed on a recorded roll call of the board.
