Kanab council adopts personnel manual, approves sewer project task order and other routine measures

KANAB, Utah — During a work meeting on April 14, the Kanab City Council approved several administrative and infrastructure items, including a revised Personnel Policy Manual, an engineering task order for wastewater improvements, sign-code updates and a highway-setback amendment.
Personnel policy: City Manager Kyler Ludwig said the new Personnel Policy Manual—based on Lexipol templates and tailored for Kanab City—updates recruitment, employee conduct, evaluations, discipline, leave, grievance procedures, anti-retaliation protections, and workplace-safety provisions. Council adopted Ordinance 4-5-26 O to replace the existing manual with an effective date of July 1, 2026. Mayor Johnson and councilmembers voted in favor (unanimous among present members).
Sewer Rake Project: Staff requested and Council authorized Task Order No. 2026-02 with Civil Science for survey, design, bidding, and construction support for a mechanical screening (Lakeside Raptor fine screen) at the lagoon outfall, plus piping, electrical, a septic dump station, and an equipment enclosure. The updated preliminary construction cost estimate is approximately $665,000 including contingency; Council authorized the city manager to execute the task order.
Sign ordinance and setbacks: The council also approved amendments to Chapter 7 (signs) to allow pennant and inflatable signs for grand openings for up to 60 days, add mural-color‑palette considerations, and include prohibitions on lewd or offensive depictions; and amended Chapter 4 to adopt a minimum setback along Highway 89A per Planning Commission and UDOT coordination.
Subdivision extension: Council approved a requested extension of the preliminary plat approvals for phases of the Hidden Canyon Planned Development (phases 1,2,3,4,5,8 & 14) originally approved May 2025 because final plats may not be recorded by May 2026.
Closed session: The council voted to go into closed session to discuss pending or reasonably imminent litigation and the annual review of the City Manager.
