The Kanab City Council adopted a revenue‑neutral property tax rate for fiscal year 2027 at its June 9 meeting, aligning the certified rate with statewide requirements and the city’s budget assumptions. City Manager Kyler Ludwig told the council that Utah law requires taxing entities to adopt a certified tax rate that produces the same amount of revenue as the prior year, excluding revenue from new growth.
The council approved rates of 0.001245 for General Operations and 0.000505 for Recreation, which Mr. Ludwig said will generate about $1,031,464 for general operations and $418,385 for recreation, for a total of approximately $1,449,849. Mr. Ludwig noted that existing taxable real property values in Kanab declined by roughly $13.4 million for the second consecutive year; about $70,000 of the adopted revenue is attributable to eligible new growth.
Councilmember Heaton moved to adopt Resolution 6-1-26 R establishing the FY2027 certified revenue‑neutral property tax rates; Councilmember Shrope seconded. The vote was 4–0 in favor with Councilmember Banks absent.
The decision maintains the city’s revenue assumptions for the FY2027 budget, which staff prepared based on the certified new‑growth calculations. The council is scheduled to consider the final FY2027 budget and any FY2026 amendments at its June 23 meeting.
