Staff to send development agreement for mobile-village tiny-home project after recent grant signature

City staff updated the Madelia EDA on progress toward a mobile-village tiny-home project and next procedural steps.
The staff member said Minnesota Housing Authority coordination is underway and that a mobile-village grant contract was signed last week, allowing the city to move forward with project work this summer. The next step, staff said, will be to present a development agreement to the EDA before signatures are finalized.
Staff said the project requires removing two blighted homes to free up lots and installing infrastructure so previously nonviable lots can accept new units. Of roughly 12–14 empty lots examined, staff said most were not viable without infrastructure work; the mobile-village project would make about three lots buildable, two of which are on a road and one that may remain off municipal infrastructure.
Board members and staff discussed lot combinations, site grading and funding for infrastructure. Staff said they are also pursuing loans for nearby housing projects and coordinating preliminary engineering for a park redevelopment plan.
Staff asked members to note an April 22 business tour and upcoming meetings where the project will be discussed; no formal approval of the development agreement occurred at this meeting.
