District updates board on QComp: $169 per-student aid, professional-development focus

Ruth Hamlow, the district's secondary QComp coach, and Tiffany Melners, the elementary QComp coach, briefed the board on the Quality Compensation program, explaining its role in teacher development, mentor support and performance pay.

Hamlow said the district participates in QComp, "which was authorized in 2005 by the state legislature," and described the program as voluntary and negotiated with the teachers'union. She said the district receives $169 per student in state aid for the program and that participation is part of the negotiated agreement with the union.

Tiffany Melners summarized results from the annual staff survey (78 responses), reporting overwhelmingly positive responses on PLC work and teacher supports: "Overwhelmingly, we have great success where teachers are feeling that those action steps have been helpful," she said, and noted metrics: 99% of licensed staff met observation/evaluation standards, 84% met their student-achievement goals, and 91% completed optional peer observations.

Planned steps for 2026-27 include continued in-house training for PLC leaders, offering a second year of mentoring for new teachers, updating the PLC handbook, increasing QComp survey participation (target from ~37% to at least 50%), and focusing a September professional-development day on vertical alignment (K-12). The coaches answered board questions about stipend funding (stipends are funded from QComp aid and must support program costs) and how the district tracks participation.

The board did not take formal action on QComp at this meeting; coaches said they will continue implementation and report progress to the board.
