Paynesville approves MnDOT cooperative agreement for Highway 55 bridge lighting and trail work

The agreement covers responsibilities for replacing street lighting and for elements of an on-bridge trail. Staff said, based on a 40-year-old precedent in prior agreements, the city is expected to pay 75% of specified lighting costs (estimated in the staff packet as a preliminary figure pending MnDOT bid returns). "Once bids are received, we will get an updated schedule and exact costs," the presenter said, noting MnDOT invoices the city upfront and reconciles differences at project completion.
Council members clarified budget treatment: the expense would be charged to the trail fund rather than the general fund; the city will be responsible for ongoing maintenance of the lights after installation. Brick moved to approve Cooperative Agreement No. 106058 and Resolution 2025-33 for the Highway 55 bridge construction project; the motion carried by voice vote.
Staff said the decorative trail lights installed by MnDOT for the bridge's trail will not be charged to the city for initial installation, but future maintenance remains a city responsibility. Final city costs will be set after MnDOT receives construction bids and issues a firm invoice.
