Coralville — The City Council on April 14 adopted resolutions authorizing submission of a Community Development Block Grant (CDBG) application to the Iowa Economic Development Authority for water, sewer and stormwater improvements on 4th Avenue Place.
Meagan Prestegard, environmental specialist with the East Central Iowa Council of Governments, read the application particulars into the record: the estimated total project cost is $617,602; the city is requesting $356,974 in CDBG funds and will provide a local match of $260,628. A local survey indicates the project area meets the CDBG national objective, with 78.57% of beneficiaries qualifying as low‑to‑moderate income residents.
"The proposed project cost is presently estimated to total $617,602, grant assistance is being requested from the CDBG Program in the amount of $356,974 with local match to be provided by the City of Coralville in the amount of $260,628," Prestegard read.
The city said the project will replace undersized 2‑inch water mains with 8‑inch mains to improve capacity and replace aging clay sanitary sewer pipes to prevent infiltration and leaks. Council adopted Resolutions Nos. 2026‑44 through 2026‑47, authorizing application filing, approving the local match, supporting submission and adopting policies required to pursue the CDBG award.
What’s next: The CDBG application was stated to be submitted to the Iowa Economic Development Authority by May 22, 2026. If the grant is awarded, staff will proceed with design and procurement and the local match will be allocated as approved by council.
