Irving council denies conditional-use permit after debate over parking and residential proximity

Applicant Ashra Falikhan told council the event center would total about 5,725 square feet with an estimated maximum occupancy of roughly 150 people and that many adjacent office tenants vacate by 5 p.m., allowing shared parking for evening events. Falikhan said additional parking is available on a nearby lot the applicant owns.
Council members asked whether formal parking agreements existed with adjacent tenants, whether the applicant had clear hours of operation, and about the facility's zero-foot setback from single-family lots. Staff and council members noted prior cases where near-residential event centers faced concerns; one councilmember said similar proposals have been approved when the commercial frontage faces the street and residences are buffered by parking or fencing.
Members amended a motion during debate to add a three-year time limit to the CUP and then voted; the amended motion failed. With no successful motion to approve, the CUP did not pass.
