Residents urge Irving council to fund cooling stations, trail shade in budget hearing

Anderson said some local warming/shelter locations cannot serve as cooling centers and that nonprofits keeping centers open need funding for staff to extend hours.
George Kuba, who lives near Campion Trails South, asked the council to prioritize modest improvements in the trail corridor: restoring missing mile markers, adding shade where feasible and addressing pothole-prone streets near the trail. Kuba described walking the trail weekly, noted a removed mile marker that had not been replaced, and said shade would alleviate daytime heat for trail users.
Both public commenters framed their requests as budget priorities: cooling and shelter staffing to reduce heat risk and small capital upgrades to make city trails more usable.
Council members acknowledged the comments during the hearing; staff recorded the input as part of the FY 2026–27 budget public hearing.
