Dubois County commissioners approve paving contracts, temporary solar-area speed reduction and staffing change

The Dubois County Commissioners on May 4 approved a set of routine but consequential administrative actions, including award of six paving contracts, a temporary speed-limit reduction tied to the Crossvine Solar construction area, and a change to Solid Waste Management staffing that carries a wage adjustment.
County Engineer Levi Leffert recommended the low bidders for six paving projects; the board approved the recommendations unanimously. The contracts include awards to Calcar Paving, C & R Construction and JH Rudolph & Co. as presented by Leffert.
In a separate vote, the board approved a temporary 35 mph speed limit on roads in the Crossvine Solar project area after Highway Engineer Levi Leffert said AES Crossvine agreed to buy and install signage. The motion to approve the sign-placement plan was made, seconded, and carried unanimously.
Solid Waste Management District Director Carla Striegel-Winner asked the board to add a commercial driver’s license requirement to the SWMD Route Driver job description to replace a retiree and to support a wage increase to $23.08 per hour pending County Council approval. The board approved the job-description change and supported the wage increase by unanimous vote.
Other routine items approved by unanimous motions included dedicated right-of-way approvals for the Pine Hills and Triple D Acres single-lot subdivisions; a road-use permit for the St. Henry Fun Run on June 13, 2026; the reappointment-extension agreement for the Mid-States Corridor RDA Board of Directors through Dec. 31, 2027; and a surplus declaration for two CASA tablets.
Becky Guthrie, director of Ride Solution, requested the county consider increasing its 2027 contribution from $15,000 to $17,000; the board said it will consider that request during the 2027 budget process. Vanessa Phillips, director of RISE Peer Recovery, presented the program Q1 Impact Report: "224 individuals have been served" with "596 one-on-one peer support sessions" in Q1 and a cumulative 1,926 sessions since inception; Phillips said the program achieved a 54% successful completion rate.
The board set its next regular meeting for May 18, 2026, at 8:30 a.m.
