At its April 27, 2026 meeting the Dubois County Council approved a slate of routine and budgetary measures covering tax abatement compliance forms, roadway spending, several restricted funds, and personnel changes.
Minutes and tax abatement approvals The Council approved the minutes from March 30, 2026 (motion by Michael J. Stallman; second Meredith I. Voegerl). It approved compliance CF‑1 forms for Fischer Farms Natural Foods, LLC after a presentation by Diana Fischer (motion by Deena J. Lewis; carried unanimously) and amended compliance forms for Wabash Valley Foods, LLC following a presentation by Grant Knies (motion by Deena J. Lewis; carried unanimously).
Emergency Management donation fund Emergency Management Agency Director Tammy Humbert requested a dedicated donation fund. Auditor Sandra L. Morton presented Resolution 2026‑08 to create the Emergency Management Agency Donation Fund (4108). The Dubois County Community Foundation will provide an initial grant of approximately $4,000 and about $700 annually thereafter; the Council approved the resolution (motion by Doug Uebelhor; carried unanimously).
Roads and bridge funding County Engineer Levi Leffert presented the 2026 Roadway Treatment Plan (72.55 road miles to be treated). The Council approved additional Highway Restricted Fund appropriations of $315,000 for supplies and $1,225,000 for capital outlay for equipment and paving (motion by Deena J. Lewis; carried unanimously). The Council also approved an additional appropriation of $700,000 in the Local Road & Street Fund for stone and bituminous materials (motion by Meredith I. Voegerl; carried unanimously). Separately, the Council approved a reduction in the Cum Bridge Fund Capital Outlay of $1,150,000 for the 15th Street Bridge Extension after the City of Jasper and Dubois County terminated their interlocal cooperation agreement dated Dec. 18, 2023 (motion by Michael J. Stallman; carried unanimously).
Personnel and smaller appropriations Solid Waste Management District Director Carla Striegel‑Winner said the route driver will retire in June and proposed adding a CDL requirement and raising the wage to $23.08 (within wage classification LTC IV); President Kluesner moved to approve the change pending Board of Commissioners approval. Auditor Morton requested a $10,000 appropriation in the Firearms Training Fund for bulletproof vests, guns and tasers (motion by Meredith I. Voegerl; carried unanimously). The Council approved Sheriff Donation Fund appropriations of $388 for training and $1,800 for voltage detection devices donated by Dubois Rural Electric (motion by Michael J. Stallman; carried unanimously), and a $400 appropriation in the Sex and Violent Offender Fund for travel and training (motion by Meredith I. Voegerl; carried unanimously). The Council also approved a $20,000 General Fund appropriation for veteran burials (motion by Michael W. Kluesner; carried unanimously).
Other business The Council reviewed Jail and Community Corrections commissary reports for Jan. 1–Mar. 31, 2026 and approved them by consensus. President Kluesner reported a county wage study due in May 2026 and discussed changing salary ordinance language in 2027 from biweekly pay to hourly pay to meet federal overtime reporting requirements.
Next meeting The Council set its next regular meeting for May 18, 2026 and listed remaining regular meeting dates for 2026.
