Paynesville council moves to post ordinances dissolving wellhead and environmental boards, transferring duties

The Paynesville City Council voted to post two ordinance amendments that would dissolve the wellhead protection board and the environmental board and move their duties to existing boards.
The chair (S1) told the council the wellhead protection board had not met since 2020 and recommended incorporating its duties into the public works board to consolidate oversight. "The recommendation in talking with Dan and everyone is let's just get rid of the board and incorporate those duties into the public works board," the chair said. (Chair)
Council members discussed the environmental board similarly, noting it has had low participation. The chair proposed amending the Park and Tree board so long-serving environmental-board member Bev Oz could continue her work there. Megan (S3) supported retaining Bev's expertise: "I agree with definitely not losing Bev, she's been great." (Megan)
Both motions were to post the ordinance amendments (to satisfy posting and policies-and-procedures requirements) rather than to adopt them that night. The chair said posting was appropriate because the 10-day posting requirement had not been met and formal passage will follow the policies-and-procedures review.
If the ordinances move forward, their duties would be absorbed by existing boards and the Park and Tree board's membership would be amended to accommodate at least one environmental-board member, per the council discussion. The council voted to proceed with the postings by voice vote with no opposition.
The posting means the changes will appear on a future agenda for formal consideration after required notice and a review by policies and procedures.
