Coralville planning panel recommends site plan for Valvoline drive‑thru oil‑change at Jacobs Clear Creek

Community Development Director Dave Johnson told the commission the property is zoned C‑PUD‑2 (Commercial Planned Unit Development Two District) and that the master development plan for the lot anticipated two commercial users when it was platted in 2016. He said the proposed building would be about 1,700 square feet, that the site’s landscaping meets the City Code, and that headlight screening and the proposed building materials — predominantly stone, brick and glass — comply with the zoning requirements.
Brad Kuehl, of Bishop Engineering in Des Moines, said he represents Jacobs Creek Investors, LLC and is working with Arterra Real Estate on the Valvoline rollout in the Midwest; he offered to answer questions from the commission. No public opposition or additional speakers were recorded during the hearing.
After the public hearing closed, Commissioner Freidhof moved to recommend approval of the PUD‑B site plan; Commissioner Arens seconded. The motion carried 5‑0.
