CEDA urges Rushford to explore Revolving Loan Fund for community housing, seeks council and P&Z feedback

Jayme Longmire, a representative of CEDA, told the Planning and Zoning Commission she attended a Rushford EDA housing meeting at MiEnergy and has been consulting with the Minnesota Department of Employment and Economic Development (DEED) and O'Koren about potential uses of the city's Revolving Loan Fund (RLF).
Longmire said the CRV RLF guidelines explicitly list "the investment and/or development of residential real-estate" as an ineligible project, but she is exploring whether an application framed as community development or infrastructure could meet DEED's criteria. "She is hoping DEED might consider a proposal if CRV can show it would benefit the community," the minutes recorded.
Longmire asked the council and Planning & Zoning for feedback and said she does not expect an outside developer to lead projects; she wants to identify local people willing to act as developers or partners. Acting Mayor Mike Ebner told the commission that the MiEnergy housing meeting indicated "there has to be out of the box thinking to find things that will work," and he emphasized the potential value of public-private partnerships to make costly projects feasible.
Longmire said she will await DEED's guidance and O'Koren's input before bringing a formal proposal back to the council or commission. The commission did not take formal action on the RLF topic at the meeting; Longmire requested feedback and possible local developer leads.
The commission also noted upcoming meeting dates and the city office's Memorial Day closure.
