The Clay County Planning Commission approved an interim use permit on Nov. 4 for Victoria Luck to operate a dog boarding and daycare facility on a 12.4‑acre property north of Barnesville, subject to eight conditions.
Staff said the proposal calls for new construction with insulated runs and indoor climate control, an outdoor exercise area with fencing, and noise mitigation through building insulation and limits on outdoor activity hours. Staff noted the nearest residence is roughly 600 feet away and that the proposal meets county kennel standards.
Victoria Luck told commissioners she plans to live on the property and initially operate day care and boarding; she said she will install vegetative buffering and handle solid waste daily in sealed containers removed by a licensed hauler. Kent, a county official on the line, said options for greywater include a holding tank or standard septic approaches and that state guidance generally allows properly managed waste into septic systems.
Staff’s eight conditions include a maximum capacity of 40 dogs, outdoor activity limited to 7 a.m.–9 p.m., daily sealed waste removal, vegetative screening maintenance, and other standard measures; the IUP will not take effect until staff verifies property transfer. Commissioners moved to approve with the listed conditions and the motion carried by voice vote.
The permit will terminate on property transfer or cessation of operations unless renewed or amended.
