Bradley County Commission requires two work sessions for PILOT and TIF agreements before a vote

The commission unanimously approved a new internal rule that any Payment-In-Lieu-Of-Taxes (PILOT) or Tax Increment Financing (TIF) agreement must be presented in two work sessions prior to a commission vote, effective immediately.
At the Dec. 15 session the Bradley County Commission adopted a procedural rule requiring that any Payment-In-Lieu-Of-Taxes (PILOT) agreements and Tax Increment Financing (TIF) agreements presented to the full commission must be considered in two separate work sessions prior to a final vote.
Commissioner Denny Collins made the motion and Commissioner Milan Blake seconded; the motion passed unanimously. The change was presented to address concerns about public transparency, stakeholder engagement, and to ensure adequate review by commissioners and relevant committees prior to votes on financing agreements.
Clerks and committee chairs were instructed to update agenda procedures to reflect the new requirement.
