Alburnett council approves routine renewals, multiple contracts and sets budget amendment hearing

The Alburnett City Council unanimously approved a series of routine renewals, contractor awards and equipment purchases at its May 14 meeting and set a public hearing for a FY26 budget amendment.
On licenses and permits, the council approved the annual liquor-license renewal for Fuller’s Pub and Grub and the annual cigarette-permit renewal for Butts after staff confirmed required documentation and no objections.
The council also approved multiple resolutions awarding contracts and purchases included in the packet:
- Resolution 05-2026-01: terminate contracted water-treatment services with Kenny Shupe effective July 1, 2026, as the city transitions to an in-house certified operator (motion carried).
- Resolution 05-2026-02: accept an in-kind water-filling station award from the Delta Dental of Iowa Foundation (no local match required).
- Resolution 05-2026-03: authorize certification of a delinquent utility account (106 Strong Drive, outstanding balance stated as $669.14) to the county treasurer for collection if unpaid by May 21, 2026.
- Resolution 05-2026-04: approve a two-year master services agreement with Lexiple LLC for grant writing and consulting (tiered fees: $6,750 year 1; $7,500 year 2) to help pursue competitive grants, particularly for the fire department.
- Resolution 05-2026-05: award the fire-hydrant replacement at 316 Bernett Station Road to Pierce Tobin (quote in packet, not-to-exceed $13,850).
- Resolution 05-2026-06: award roadway concrete panel replacement to Total Scapes for $6,832 (not to exceed) to fix deteriorated panels on Roosevelt, First and Naylor.
- Resolution 05-2026-07: award city hall garage window replacement to Window World (not to exceed $3,634).
- Resolution 05-2026-08: approve purchase of an additional trash pump and accessories for wastewater emergency bypass from Star Equipment (amount shown in packet) to ensure redundancy.
- Resolution 05-2026-09: approve crack-and-joint sealing services from Cleer Construction for $23,433.84 to preserve roadways; staff noted work will likely occur in the next fiscal year.
- Resolution 05-2026-10: approve purchase of a Bobcat T770 compact track loader with snowblower attachment via Sourcewell cooperative purchasing; trade-ins were applied resulting in a reported net amount not to exceed $26,792.96.
- Resolution 05-2026-11: renew generator maintenance with Hawkeye Electric under the biannual plan at $3,450 per year (motion carried).
Council also set a public hearing for the FY26 budget amendment on May 26, 2026 at 5:00 p.m. to accommodate a fire-department budget amendment funded by grant money; councilors discussed the holiday-week timing and publication deadlines and selected May 26 to meet statutory publication requirements.
During the mayor’s report staff updated council on the comprehensive plan schedule, a park project preconstruction meeting (phase 1: pickleball courts, playground, half-court and trail to begin in early June), Longworth drainage legal review pending, and several resident ordinance reminders. The council approved the consent agenda and adjourned at 8:24 p.m.
