River Ridge supervisors split 3-2 to install temporary 'zombie box' for lake aeration
Summary

The River Ridge Community Development District Board voted 3‑2 on Nov. 19 to install a temporary 'zombie box' at the existing aeration-location in Lake E1‑C instead of approving a relocation that would have required additional electrical work. The motion to install the zombie box, moved by Chair Bob Schultz and seconded by Robert Twombly, passed with Schultz, Twombly and Keith Merrill in favor and Terry Mountford and Kurt Blumenthal opposed.
Operations Manager Shane Willis presented a One‑time Work Order Agreement from Premier Lakes and a revised Bentley Electric proposal that would add approximately 125 feet of electrical work. The Bentley estimate to relocate the 240V aerator was discussed at roughly $10,755; staff suggested installing a temporary zombie box at the existing location and reconsidering the relocation during the proposed Fiscal Year 2026 budget discussions.
Chair Schultz said the zombie-box option would allow the board to address immediate aeration needs at lower cost while deferring the larger relocation expense. Those who opposed the motion indicated a preference for moving the aeration equipment away from the originally proposed location, though the transcript does not record extended on-the-record comments explaining each dissenting supervisor's rationale.
The board approved the zombie box installation at a not-to-exceed cost of $3,098. The board directed staff to include the relocation proposal in FY2026 budget discussions for further consideration.
