Homeowner raises slab moisture concern; Board approves drainage easement and notes stalled Phase I/II work

During public comment, resident Lynda Sorensen described water intrusion and very high moisture levels beneath her slab, including buckled master bedroom flooring and mold. Inspections reportedly found no plumbing or HVAC cause; a floor warranty issue and elevated moisture readings were documented. She requested help extending downspouts 5 to 10 feet and installing perimeter drain tiles; she had raised the issue with her HOA and the golf course.
Operations staff and the district engineer reviewed drainage maps and site history, noting that the area had been an indigenous preserve and that drainage was not originally installed until rezoning. Chair Schultz and staff said drain tiles are likely an HOA responsibility but that the CDD could explore options to assist. No definitive single-source cause was identified in the record.
Separately, District Counsel Tony Pires presented a template Proposed Grant of Easement for Drainage from PSGRC to the RRCDD. The Board discussed whether a specific sketch and legal description will be needed for each easement and noted two additional easements in progress (Seaside II and Golf Course area). Resident Mike Rainstin said Phase I/II drainage improvements have not yet begun due to site wetness; staff said work will start once conditions allow. On motion by Mr. Blumenthal and seconded by Mr. Schultz, the Board approved the Proposed Grant of Easement.
