River Ridge CDD approves goals and performance measures to comply with HB7013

District Management and District Counsel briefed the River Ridge board on the new statutory requirement under HB7013 that special districts establish annual goals and performance measures and post an initial report on the district website.
Staff proposed general performance measures focused on three areas for FY2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Mr. Blumenthal, seconded by Mr. Twombly. Staff noted the initial report is due Dec. 1, 2025 and will be added to the Key Activity Dates list for follow-up and posting on the CDD website.
The board’s action establishes a framework for future performance reporting and makes the district subject to the new statutory reporting timeline and posting requirement.
