Board weighs Measure G and SP1 tradeoffs as staff urges SP1 project selection by June 30

Public Works told supervisors June 24 that Measure G currently shows about $8.1 million in funding with roughly $1.57 million uncommitted but that the county faces a matching shortfall (about $326,000) to lock in an approximately $9.5 million SS4A safety grant for multiple road safety projects. Staff recommended suspending two low‑progress projects (total ~$328,000) as one option to provide the required local match.
On SP1 funds (anticipated incoming allocation about $3.15 million for the fiscal year), staff presented a list of eligible projects and asked the board to select projects that total no more than the SP1 allocation and to provide direction before July 1 so the county can submit required documentation. Supervisors emphasized South County roadway safety concerns (Peno Road, New Idria, Sienna Road) and asked staff to pursue federal flexibility to use SS4A or other grant funds for repaving where that best serves safety.
Parks program staff reported about $6.29 million in park impact fees and $3.55 million in recent state grants, but several projects (Riverview Regional Park, Sunnyside Park) have designs that exceed available funds and will require phasing or value engineering. Sunnyside residents urged rapid completion of a promised neighborhood park; supervisors requested a sponsorship policy be returned to the board to expand funding options.
County Counsel announced a near‑final Verizon lease that would pay the county a $545,000 lump sum and provide 50% of future colocator rent; those proceeds are earmarked for Veterans Memorial Park and are additional, unbudgeted funds expected this summer.
What the board asked for: A comprehensive, reconciled project list that maps roads and park projects to funding sources, staff options to pause low‑progress projects used as match, and a formal SP1 project selection resolution to be returned June 30 so the county can secure SP1 allocations and proceed with high‑priority safety work.
